Greg,
We should not only have settlements on the Moon by now, we should be on Mars by now. Unfortunately NASA is repeating the mistake they made with the shuttle with the next generation. We needed a basic pickup truck and with the current shuttle we got a Rolls Royce with a large trunk. The next version is going to be a Cadillac with a large trunk.
They were offered a good single stage to orbit prototype vehicle in the Delta Clipper but decided to go with the more conventional design being pushed by the big contractors. Hopefully when enough companies have major assets in orbit they will break free of the government space monopoly and we will see some serious progress.
