But, but they had an algorithm! You misunderstand. The formula (not algorithm) was one that establishes an aspirational net base rate. An average to be attained. The administration has said as much, and even publish the formula for the public; it was quite simple. And this computes a target mean. Some will likely pay less and others more, and I'd guess they will correlate loosely with how long they waited to get into the negotiations.
