If the countries perceive it as bullying, it is bullying. Well, it doesn't really matter how they perceive it, but unless they're run by children they are doing it, too, so no they don't see it as bullying. They see it as negotiating. You thought you saw Trump as "bullying" NATO, but at the end of the day, Stoltenberg came out said, "Trump was right" and that everyone benefitted by Trump demanding other members pay their shares.
