Nothing to stop anyone from using existing alternatives or developing new systems. In some instances, China in the past has refrained from using SWIFT and ordered its surrogates not to use it. If China did develop their own system, then banks from around the world would have to accept it also. Not an easy thing to do, Ripple has been at this for over 12 years working with international regulators making sure all things are legal, working out the bugs while enhancing its utility. But yeah, it's a risk and should be considered. Competition has everyone looking over their shoulder, wondering what's next and how will it affect them.
