He should obey it.

The foundation of US constitution rests on 3 things.

The legislative branch makes the law.

The judicial branch interprets the law.

The executive branch executes the law.

If the executive branch interprets law it overrides both the legislative and judicial branch.

Because a law can be interpreted any way the executive branch wants it to be.

Now you no longer have a constitutional republic of laws with checks and balances against the concentration of power.

You have a banana republic with a dictator.
