Statement on Allegations of Plagiarism in Mark Carney’s Doctoral Thesis Recent reporting has revealed serious academic concerns regarding Mark Carney’s 1995 Oxford doctoral thesis, The Dynamic Advantage of Competition. A review by multiple academics identified at least ten instances where Carney duplicated or closely paraphrased material from published works, including those by Michael Porter, Jeremy Stein, and H.S. Shin, without proper citation or the use of quotation marks. These examples meet Oxford University’s own definition of plagiarism: presenting others’ work or ideas as one’s own without full acknowledgment. The issue appears systemic, spanning multiple chapters and sources, rather than isolated or inadvertent. While Carney’s former thesis supervisor has dismissed the concerns, Oxford University has not responded publicly despite being provided with the examples. The silence is troubling given the seriousness of the matter. Until Oxford conducts a formal review, the evidence stands as a credible and well-documented case of academic misconduct by current standards.
