I see no problem hiring a Trucker who only speaks fluent Spanish. I worked for a few years as an instructor at a CDL drive school. There's no way to obtain a US commercial drivers license (CDL) without a basic knowledge of English. Getting a regular Class C license without English? Yes. A CDL? No. Trucks coming up from Mexico might have drivers with no English, but I don't know the rules at the border.
