I don't think it takes much. I belive about $100,000 in a fidelity USA account or combined net assets in all your accounts including retirement of about this much. For frequent trading electronic rates (14.95/1000) you need I believe 40 or more trades per year. The non-frequent electronic rates (Spartan Gold circle rates are $25/1000). Their rates for larger than a 1000 trades oddly enough are higher.

PS: I would believe that in terms of finding shorts regular brokerage services are as good as premium. They use the same house resourses.
