It you don't totally control the airspace your ground forces are literally sitting ducks ripe to be picked off.
To be sure, Ukraine doesn't control it, either. Or at least not in the traditional sense.

Air superiority is a Western doctrine. Our militaries were built up for decades around it. One product of that, of course, is stealth. But there are other plays in the playbook such as "Wild Weasel" tactics in order to take out anti-air defenses.

Meanwhile the Soviet Union already knew that the West's power lies in the air, which is why they developed a ton of anti-air technology. RuZZia has continued that trend with their S-300, S-400, and BuK anti-air systems.

It'd be nice if Ukraine could build up Western-style air power with F-16s and European 4th-generation aviation, but unfortunately that takes time. Instead, they'll have to use their aviation the same way RuZZia uses theirs: by launching stand-off weapons of their own, especially Western JDAMs.

Besides, Ukraine already does an excellent job with drone warfare. So in a sense, they already control the skies. Just at much lower altitudes.
