Looking further at the data on SC Senators, I make the following observations:

- Beasley needs 29 votes to break filibuster.
- There are 23 sponsors of the bill 947, so only 6 votes are needed from non-sponsors to break filibuster.
- There are 6 Republicans who did NOT sponsor bill 947.
- Of these 6 Republicans, 3 represent counties who voted against VGMs in 1994.
- If you count these 3 Republicans in Beasley's camp, that gives Beasley the 26 votes he claims to have.
- There are 3 Republicans (Cork, Courtney, and Ravenel) who did not sponsor 947 and do not represent anti-VGM counties. This means Senators Land & McConnell will have to get at least 1 of these Republicans to vote against 947.
- There are 5 Democrats who did not sponsor 947 but at least part of their district includes counties who voted against VGMs in 1994. These 5 Senators are good targets for Beasley arm-twisting.
- If there is a tie vote, the tie-breaking vote will be cast by the Lt. Governor who would surely vote Beasley's way.

Here is a county breakdown of video poker sorted by gross receipts.
Data are from the SC Dept. of Revenue, quarter ending 6/30/97.

Counties marked with an "x" voted against VGMs in 1994.

I was curious how much money was at stake for any Senator
representing an anti-VGM county if he/she chooses to
vote against bill 947. The hypothesis being there is little
political risk to voting with the electorate if there is also a
relatively small risk in terms of lost business, taxes, etc. in
that same county. Senator Peeler may be the most interesting case
because he represents 3 anti-VGM counties including York County.
York County voted against VGMs by over 28% in 1994 but York County
is also the 4th largest VGM county in the state. Tough call for
Mr. Peeler.
