That won't do much. Fewer than 10 people in the US had earned income over $1 billion last year.

True, many don't give themselves paychecks, so no earned income. But they can receive massive stock packages that they can then borrow against at extremely good rates. No paycheck, no need to sell stock, very limited taxes, a very sweet deal.
