It’s a conspiracy theory, a very old conspiracy theory, too. Central banks govern finances and monetary policy of all countries. They act as lenders of last resort when the system is blowing up, they are the only entity that can print money. The Fed was created by law and has to be independent from the government. If the Fed loses its independence, it starts to print more money resulting in higher inflation or hyperinflation.
