That's odd. I watched videos today interviewing people caught in the flood and one lady was saying, "We get these flood warnings all the time and we just ignore them. We didn't think it would be this bad."

So yeah, the warnings did go out.

FWIW, they reported this was the 2nd worst flood in Kerrville recorded history. So, yeah, it's happened before.
