My understanding of how it's worked with Israel for a while, and perhaps directly with Ukraine to a lesser extent more recently is we give them the equivalent of a store debit card, funded by USSA and said parties can only shop at USSA defense cos. Perhaps Trump will do something similar but now send the bill to NATO? haha. Haven't much read up on this yet. Maybe the billing is different but guessing the mechanics of it haven't changed much.
