No, the Investors Intelligence Poll is a polling of Stock Market Newsletter Writers. It usually comes out every Thursday morning except on holiday shortened weeks.

Most writers of newsletters are permanent bulls so when they go bearish to an extent that there are actually more Bears than Bulls market conditions are ripe for a market bottom. We had those kinds of readings in early April:
