That graph is incorrect. The current map at this link (scroll down a bit to view)..

..shows average electricity rates by state. Hover your cursor over a state to see its electricity price rate and rank. California has the third highest rates in the country, behind only Hawaii and Connecticut. With the exception of CA, the New England and Mid Atlantic States do indeed have the country's highest electricity prices.

BTW, the only reason that the People's States of Oregon and Washington have fairly low rates is thanks to the Columbia River dams (hydro)..
