Kinder Morgan spent YEARS and lots of money since 2012 on that project and finally got Federal approval. Then six First Nations, the City of Vancouver, and the City of Burnaby filed in court to challenge that approval.

BC fought it because it crossed their provincial border (they were looking for more revenues, something similar to royalties even though BC didn't own the resource). This is contrary to the constitution, so of course AB balked at this blatant money-grubbing.

Then, the Court ruled that the "FEDERAL GOVERNMENT FAILED to engage in a considered, meaningful two-way dialogue" in the pipeline approval process. The Trudeau's gov't couldn't even manage the approval process properly under its own regulations. It would have to be redone.

Kinder Morgan then threw up their hands and kiboshed the project, they weren't starting over.

Then, the Feds agreed with AB that the expansion was in the national interest - ultimately it brings a lot of revenues into the federal government - they bought the project for $4.5 billion from Kinder Morgan and said they'd do it themselves once they could get approval.

Kinder Morgan had $10 billion budgeted for the pipeline, it cost the Feds $35 Billion.

Total Cluster on the Liberals part. But it eventually got done.
