NATIONAL CONGRESS ISSUES FINAL STATEMENT

Khartoum, Feb. 20 (SUNA)- The National Congress Thursday concluded its
second session and issued its final communique.

The final statement said that the congress has held its second
comprehensive session in a climate witnessing the Sudanese nation fully
determined to confront all the challenges and giving more sacrifices and
martyrdom for realizing the goals and hopes.

The communique said the congress was held after departure of a number of
dear martyrs, Gen. Al-Zubair Mohamed Salih and his companions, who
sacrificed their lives for the sake of achieving peace, national unity.

The statement asserted that Sudan's march will remain unique and will
overcome all the challenges and the hostilities being launched by some
international and regional forces, depending on the nation's force and
determination, and the generous support of the brothers and friends.

The communique said that the strength and the will of Sudan and its
brothers and friends will be capable of overcoming the unfavourable
circumstances, and contributing to the establishment of a new world that
ensures the balance of power and the interest of the oppressed majority.

The communique indicated that the second session was held in the light
of a freedom, Shura and dialogue, and in period witnessing the Sudanese
people became united toward completing the peace march emphasizing the
confidence between all the people in the country.

The National Congress has appreciated the Arab awareness of the evil
plots being woven against their unity and good relations, adding that
Sudan has made fruitful efforts for realizing more rapprochement between
it and its Arab sisters, attainment of real interaction with the African
brothers, and participation at the African political and economic
groupings.

The statement pointed out that the Sudanese people have depended on
themselves for realizing a comprehensive economic development based on
utilization of the tremendous natural potentialities with the assistance
of development partners from the east and the west.

The statement said that the second session of the National Congress was
attended by 6,500 members from the 26 states in the country, and
reviewed six major documents including the statement of the congress
Chairman, report of the Secretary General, the National Congress
systems, guidelines of the constitution, three-year plan of the congress
and the National Political Charter which was prepared by the National
Thought Committee.

The statement said that the Secretary General's address has focussed on
the accomplishments and activity of the National Congress General
Secretariat in all fields.

The statement said that the review given by Dr. Hassan Abdallah
Al-Turabi to the proposed constitution has emphasized on the following
points:

1- That the constitution is coming as a development to the experiment of
the National Salvation Revolution through the successive 14 constitution
decrees.

2- The constitution is regarded as basic one which guarantees provision
of justice in all walks of life and defines the form and objectives of
the state's organs.

3- Freedom is a right that shall be guaranteed for all citizens.

4- Assumption of leadership position shall be through elected.

5- Power in the context of Shura for legislation, control and
accountability is vested on one council, while councils are made up of
members from the grass roots, with a few members to be elected
indirectly as based on the law.

6- Independence of the Judiciary is guaranteed by the constitution.
Other bodies will assume auditing operations and handling public
grievances.

7- Equitable distribution of power shall be realized without domination
by any federal or states' bodies.

8- Peace in the south shall be incorporated with its inherent systems
and rules in the constitution. Rules and legal and administrative
arrangements incorporated in the Khartoum and Fashoda peace agreement
shall be valid till they get implemented.

9- The principle of liberty shall not be disposed of, while the wielding
of power and the exercise of exclusive measures against personal
freedoms shall only be adopted under emergency circumstances as based on
law and the constitution.

10- The constitution shall be ratified by the people within the context
of a referendum so as to govern life.

11- The Presidential office and the National Assembly shall continue to
function till their renewal.

Following deliberations, the National Congress approved the guidelines
presented by Dr. Al-Turabi, the new Secretary General of the National
Congress.

Seven specialized committees were entrusted with the duty of discussing
the congress tripartite work plan. The said plan will serve as a
guideline for remaing years of the comprehensive national strategy while
approaching the threshold of the 21st century.

The plan shall be referred to relevant official and popular organs for
implementation. The National Congress also reviewed the National
Political Charter represented by the National Thought Committee chaired
by Al-Sharif Zainal-Abidin Al-Hindi.

The salient features of Al-Hindi's initiative include the need for
asserting personal liberties, socioeconomic development, as well as the
national political development which leads to the freedom of association
and peaceful exchange of power, all based on dialogue that will be
conducive to unity and solidarity. The initiative has asserted the need
for adopting a rational foreign policy, particularly with regard to
Africa, Arab and Islamic relations.

The conferees have endorsed Al-Hindi's principles and expressed
appreciation of his genuine efforts in developing the initiative.

Jim, <And in a way Sweden> Ya, with Sands I would say in a big way.<g> I also think IMO, that if the Sudan government plays it's cards right with Dr Garang it will open the doors for huge investments and technologies from the west. Ed
