He certainly doesn't understand %, but it's an open question if he knows when he's lying. You could well be right - he lives in a state of delusion. And his flunkies, like Bondi and Noem - do they know he's lying? I'm sure Bessent knows that what he's saying is not true, but for all these people I get the impression that it's irrelevant whether or not he is consciously lying, and whether or not what he says is true. They know what he wants them to say and do, and that's all they care about.
