I don't know if Trump ever suggested that.

But we do know that GWB proposed, in 2006, allowing those who paid into SS to designate up to 6% of the money to go into a conservative mutual fund (chosen from a selection of options). Neither Democrats nor republicans supported it.

That fund would have had the Trust approaching solvency by now. There was no support for it all. They wouldn't even bring it to floor.

The only politician I know of who even TRIED to save it in the post-Reagan era, and they wouldn't even consider it. Rs or Ds.

I think the fate of the program is cast at this point, although it is hard to know what shape it will take going forward.
