he was using the navy during his first term at sea to stop cartels shipments. they used to have one person submarines bringing in drugs. we had ships stationed in south america or off mexico to send up helicopters that could see these subs that we maybe four or five feet under water. they would then radio the location and a boat would be set out to capture the sub. same was on going with small vessels .
