What I really question is Tesla's future in China in view of ever increasing economic war with the US. The leadership in China may be corrupt but no one should think they're stupid. This is the first time they have given a foreign car maker the right to build a plant there without forking over a half interest in the operations. This is how they've stolen technology for decades. It worked for Tesla, I'd guess, solely because of its attitude about patents (which I don't think is a good idea in the first place). Why on earth would they run Tesla off?
