You completely ignore the reason for these fees. AMD and NVDA sell advanced AI chips to China which are used to build weapons that China otherwise could not make. They are used to advance China's AI efforts, something which the US believes is not in US' interests. The sale of these chips are necessary to advance China technologically, and the US believes Chinese technological advancement is a bad idea. Some day not too far away there are going to be drones flying around everywhere killing whoever their AI system tells them to kill. We want to own that system. Who will pay the fee? The Chinese buyer, of course. They will pay 15% more than the rest of the world to buy the same advanced AI chip. Fine with me. If the administration really wants to cripple foreign chip manufacturing and reshore it, implementing a similar tax on semiconductor capital equipment sales is the obvious way to do that. If the Taiwan-located TSMC fab becomes 20% more expensive to build than the equivalent Arizona fab, well, everyone gonna build Arizona fabs. Why the US gave up on chip manufacturing at all is the big question. We make the machines, why we can't make the factories as well as Taiwan?
