The same way the Biden and the Trump administration banned China from getting all sorts of AI and 5G chipsets and chip making gear that isn't even made by American companies. Everything done these days is on the edge of any legal basis. A government granted licence to sell product to another country based upon percentage of sales is a selective export tax. Thinking otherwise is foolish. Banning the sale of a product is an export control which has been in existence for eons. Banning product sold by another countries to a different other country has no legal standing.
