There are lots of ways for people of means to get around something like that.

They already do things like have yachts and planes delivered in no-tax countries. You could buy goods and services through a business, or you could buy products from other countries and have it shipped.

People who can save a lot by finding loopholes typically do. Look at the estate tax. A lawyer once told me that he could make any estate pay zero tax if he's given 7-years lead time. They said only idiots pay estate taxes, and that was 20-years ago when it was a much lower threshold.
