Commonwealth countries such as Canada, Australia, and New Zealand seem to produce East German style bureaucrats like Gib Boble.

Gib’s remarks echo the mindset of the Cold War–era Stasi, who held the same contempt for their fellow citizens that he now directs at Americans:
  1. They’re stupid.
  2. They’re cattle.
  3. They need to be corralled and controlled.
And who better to do the corralling than someone who proudly proclaims his own brilliance?
