Dehumanizing the other is a necessary step in fomenting atrocities. You see in during wars all the time. Tons of examples from all sides in every conflict. Not defending it, just pointing it out. When used against your own people, it can get really ugly. Trump is exploiting this. A great way to bind a group is to get them to do something that would otherwise be considered awful. It builds cohesion and pushes the limits of what they find tolerable out even further. I was recently reminded of the series Babylon 5. I dunno if you ever saw it, but the way EarthGov slides into fascism is playing out before our eyes.
