Kerry, Yes the offering is slightly more conservative this time.
This time 2.5 M shares total with .25 M of that being offered by insiders.
Last time: <<A registration statement was previously filed in November, 1997 and withdrawn in December, 1997, offering three million shares of common, with 2.5 million offered by the company and the balance offered by selling stockholders.>> (Balance = .5 M)

Besides the "Asian Contagion" last time, I had the feeling that the market did not perceive that insiders putting up 16.6% of the offering as favorable. This time it is 10% on a smaller base. It's just my guess that they wanted to do a more conservative offering this time to be accepted more favorably.

I guess this was just wishful thinking on my part. "Soft" for me would have been the stock dipping to the low nines. The price seems to be holding well here. I am out at 10 1/8 after a 100% gain. I'd like to be back in but after paying off margin (first time I ever used margin ...I increased various exposure to investments through margin during the "Asian Contagion" .....it worked but I'm not sure I like the added psychological unease), and with market at this high, I am willing to watch and wait. ARX still looks very good to me when compared to the multiples of popular Big Caps.
