Sorry reply got cut off, more on Intel's specific decision to replace copper on some layers with cobalt here:

I don't think it was this decision to use cobalt alone that caused them to stumble at 10nm so much as it was the sheer number of changes it tried to make at once in addition to all cobalt contacts such as added multi-patterning steps in their process vs their rivals'. Perhaps they believed that they were special and could blow the competition out of the water in the hubris of their era of perceived invincibility. They can't cheat nature and the cumulative hazard was simply greater.
