This is Democratic party policy. This only happens in Democratic run states. Let murderers have a second chance. Let every felon have a second ,third and fourth chance. This country is nothing like 20 years ago let alone 40 years ago. Liberal colleges have fired 90 % of professors who have conservative views. The U.S. political system is very sick and on life support. It is just as Farked up as your Israeli experiences. My parents were Democrats and mom worked for the Democratic party. I was a democrat until my 40's donating big money to them. Oy Vey!!! This is Frankenstein on steroids!
