oh. I thought it was about appraising homes for sale.

taxing authorities assessing values is completely different, and if rigged, waaaaaay criminal for starters.

in houston one authority does this once a year. most people hire a professional to protest the values and my person gets 25% of any savings as their fee.

but values have been rising so fast I can't remember when was the last time my people got us a lower valuation.

habitable property has two main components.. land value and improvements (the house) value.

then there are two values published each year, the so called market value and the taxing value.

they are never the same. and even the market value lags what stuff is selling for if you look up relative asking prices in a given neighborhood.

so, yes.. not so bogus if they are price fixing the taxes to meet a coming budget. total crime.

and of course any bonds sold by the school districts under such a scheme are a fraud on the lenders, the rate of interest to be paid and the time length of the loan/bond. voters have to approve these bonds... typicall they rubber stamp them at the voting booth. if all this is true.. the whole funding system is now one totally DEAD man walking in every respect. not to mention the mega lawsuits for clawbacks on all those bonds. aka guaranteed of course by the voters, and of course, they will pay in the end for all of it plus some.
