Unsure if they ever clamped down on the practice but for many years casinos in the Philippines were notorious for laundering money for major global criminal syndicates including one of the biggest bank heists ever involving the SWIFT system. If memory serves it was over a weekend and involved a bank in Bangladesh. Most of the loot quickly evaporated with an after-the-fact forensic accounting showing a lot filtered through Filipino casinos.
