The CDC appears to be favoring rapid tests over machine due to studies that show the time from transmission to disease is important. TIME is a factor in occupational transmission due to needle stick. A rapid test would prevent the need to transfer the patient to a lab for blood draw, transport of blood to the testing lab, and receipt of the result 1-3w later. Thus, a rapid test may eliminate preventive Rx tx of the needle stick person due to the time lag. Studies shoe that immediate tx with anti-HIV drugs can prevent HIV transmission due to exposure. Additionally, psychological factors, employee time off work and disruption of lives may also be saved.

Studies show that TIME is the critical factor in interception of HIV+ persons to full blown AIDS development. Early, multidrug treatment can even prevent the development of most HIV symptomatology. People have been shown to survive indefinately when treated early. Thus, physicians and patients want early diagnosis and treatment.

Additionally, a 2-4 week lag due to laboratory testing can prove critical to disease transmission to the unborn.

I strongly suspect that the POC standard of care for screening testing for HIV and other diseases will become rapid type tests. The cost savings and rapid results will insure that rapid tests penetrate further into the market.
