Most government agencies have an agenda for public meetings, so I imagine they would key off that, and a reporter could gather some significant actions from that. However, without the perspective of a person covering the agency on a regular basis, there would be a lot of significance lost. I wonder how the AI would handle it when a city councilman and the mayor get into a shouting match, and the councilman throws a chair at the mayor over a certain issue...
