Since NATO and Ukraine see the fortified cities in Eastern Ukraine as must-holds for the war to have any chance of success, they'll continue to pour forces into those cities. Russian forces have encircled those cities on three sides to destroy the Ukrainian military's reinforcements. They can keep their own casualties low and turn the war of attrition against the US and its vassals.
