Wharfie,
Maybe just set limits for non-military emergencies. It can't be "Because I said so."
This is an idea worth amplifying across social media.

Non-military emergencies should come with an automatic expiration of one month. Any extension needs to be approved by either Congress or the judiciary, and only in one month increments.

Just be aware, Wharfie, that this cuts both ways. President "Handsome" Newsom can't declare a climate emergency without a congressional bill, for example.
