Did they not have the proper visas and permits to work in the US?

Some were illegals, some on expired visas, some on visas that are not allowed to work.

They came over on tourist visas with no work authorization. Subcontractor companies did this scheme.

Thanks to our decline in manufacturing and offshoring of production, we have a shortage of skilled technical workers. Factories today have sophisticated equipment, requires a skilled person to run it. We have to ramp up our tech schools.
