I think Munger might have discussed this in generalities. company had a good year and generates lot of cash . management now thinks they are geniuses and its an opportune to buy back shares since they have excess . then the company has a bad year and the stock tanks but now they have no money to repurchase shares at much lower prices.

Bloomin' Brands last cut its dividend in early 2025. The quarterly dividend rate was reduced from $0.24 per share to $0.15 per share, representing approximately a 37.5% cut. This change took effect starting with the dividends declared and paid in 2025, including the dividend with the ex-dividend date on March 11, 2025, and subsequent dividends at the $0.15 level through August 19, 2025.

I don't follow it that closely, but they've already cut the dividend recently. They're in turnaround mode, and the Q2 results were disappointing, although I don't really know why.
