In Round 15, WNP takes the lead in both New York and Philadelphia. WNP bids $43.184 million for New York and $17.256 million for Philadelphia. This is a pleasant surprise because it suggests that the bidding for New York is a three-way race between WNP, WinStar, and Cortelyou.

In round 15, the top five per-pop values are Denver ($9.22), Las Vegas ($8.89), Wichita ($5.36), Phoenix ($4.69), and New York ($4.54).

Question: Why is Wichita, Kansas so expensive?????
