I have said as much for forty years - it makes no sense to drop a $250,000 dollar bomb on a $5000 dollar Toyota with a machine gun and rocket launcher in the back. There are a lot more Toyotas than those guided bombs. A $250,000 dollar missile hitting an oil refinery may make sense but nineteen $13,000 drones make more sense. I still think NATO needs to up their game and supply more tech gear to Ukraine than Russia is capable of producing or acquire.
