It wasn't really an announcement, it was Chris Wright expressing his opinion in a speech about what the US should do. He is an influential figure (from what I've heard) and his opinion is important, but he wasn't announcing the official policy of the administration, although it is consistent with everything else that's being done in the interests of national security. The reaction of the market today indicates that investors are taking this seriously.
