It's his way of trying to make big tech use local talent instead of going overseas. I actually agree in principle with this, as H-1B's have been abused in the past by tech companies along with the employees they acquire using them, but the $100k cost is ridic.

As with everything, there may be carve-outs if you're willing to kick back something to the king, and that's maybe what you're referring to.
