I also found interesting that waivers of payments can be granted in certain persons' discretion. A well of potential corruption waiting to be exploited. ("Visa waiver sale, this week only, $40,000 to my PAC!")

the last 150 years of history will show that our usa technology base was highly accelerated by immigrants and foreigners working for us. semiconductors, electronics, electricty, rockets, defence tech, biotech, pharma, etc.

to ignore the contribution and assume that just the people in the USA will replace that innovation is way short sighted.

we just do not turn out the math and science graduates needed to keep up with the progress. the USA universities are filled with foreign students. they are the majority, so when they finish their education, they will be forced to go back to their home country and build the technology there.

yes, we may be able to limp on with a constrained resource, but we fall way behind in many ways that will only show up when we are exposed with that shortage and at that point it will be too late.
