Yes, that seems to be his plan. But the one good thing is that when he tried to over turn the 2020 election, NOT one court went along, including the SC. He lost all 60 cases, so there does seem to be a red line of sorts, and I am sure we will see the biggest blue wave we have ever seen in 2026, and the dems will win both houses of congress, and impeach him and maybe even be able to remove him this time---depending on how far he goes with his fascist agenda! He could well go so far even congress won't go along!? He is the type who could make a mistake like that.
