One thing your automated system is missing that could help with allocations is price targets and time to those targets. I don't know of any method other than my chart symmetry work that can give you both of these things. However, if you can come up with something, it would solve your allocation issue and allow culling of issues that are near their targets and replacing them with issues that are just starting their marches up.
