All lawyers are licensed at the state level, governed by the ethical/licensure rules of the state, and subject to discipline and/or being disbarred via a state process.

Judges are subject to a judicial conduct code at the state level, and there is a federal judicial conduct code at all levels other than the US Supreme Court (but didn't the SC adopt one recently?). Not all judges are lawyers at the state level, but most are. They are subject to disciplinary actions for violations.
