I believe that's ash on his forehead, something Catholics do during Lent. Somebody correct me if I'm wrong. It's happened a time or two before!:-)

This "dude" is William Daley, Commerce Secretary, and what you are seeing on his forehead is the mark of ashes, for this is Ash Wednesday. However, I think it may have been your point to just make fun of someone for what you perceived to be an oddity. If I am correct, I feel sorry for you.
