It's rarely the "best" solution that wins the race especially when the economic cost of inefficiencies can be directed back into the hands of a supplier. Qualcomm does know that game too but not being 1st to move in this direction does become a boulder upon the path of followers. Software to configure models to one inference approach or another is rather economically irrelevant as long as it works.
