SCALPEL is a joint venture, alliance, or agreement between the old Bell Labs and ISI. My mind is slightly foggy but the initial details can be found on this thread, back aways under my name. the only other place to get more information is out of LU or SPIE(not a stock but an organization out of Bellingham WA). The upcoming SPIE conference in CA might have a paper or two presented on it (I am not sure).

The sources for research would be SPIE, Microlithogaphy, Solid State Technology, Semiconductor International, ISI in AZ(602-496-8010) or wherever BellLabs wound up after the T split up. I will check around and see if I still have some papers still handy (in plain sight).
