No they aren't.

Prices were already brought under control by the time Biden left office.

Trump, however, caused them to rise again thanks to his dumbass tariffs.

Now he wants to bail out farmers who were negatively affected by his tariffs.

Either way, you're moving the goalposts. Trump explicitly said that he would bring grocery prices down on day one.

Now it's "oh we'll eventually stop the increase."

And of course, it's all Biden's fault.

if trump dropped all unreasonable tariffs that would help, unreasonable tariffs on Brazil has raised coffee prices, probably one of the reason Starbucks is suffering
